Construction products certification — B mark and FPC
Construction products certification by Multicert is accredited by the Polish Centre for Accreditation under no. AC 210 in line with ISO/IEC 17065. In this scope we issue the national ZKP/FPC certificate (assessment system 2+) for the B construction mark and ready-mix concrete (EN 206). CE marking under the EU CPR (Construction Products Regulation) requires a notified body — that route we deliver together with a partner notified body, handling the testing, documentation and process while the partner issues the CE certificate.

CE marking under the EU Construction Products Regulation requires a notified body. We deliver this route together with a partner notified body — Multicert runs the testing, documentation and process; the partner issues the CE certificate.
What are CPR and FPC?
CPR — Construction Products Regulation
Regulation 305/2011 of the European Parliament and of the Council laying down harmonised conditions for the marketing of construction products. Updated by CPR 2024/3110. All construction products placed on the EU market must comply with the CPR — including the Declaration of Performance (DoP) and CE marking.
FPC — Factory Production Control
The manufacturer\u2019s in-plant production control system (in Polish: ZKP). Covers procedures, control plans, personnel competence, equipment calibration and nonconformity handling. FPC is required for construction products. In the Polish national assessment system (2+), the FPC certificate is issued by an accredited certification body — Multicert (PCA accreditation no. AC 210). For EU CPR routes requiring CE marking, the assessment is carried out by a notified body, which we engage as a partner.

What is FPC?

Which assessment system applies to my product?
For the Polish national route, ready-mix concrete and most structural products fall under assessment system 2+ — Multicert issues the national ZKP/FPC certificate under PCA accreditation no. AC 210, the basis for the B construction mark. The EU CPR routes that require CE marking (systems 1, 1+, 2+ with a notified body, per CPR Annex V) we deliver together with a partner notified body. A Multicert advisor will confirm the right route in the first conversation.
Does concrete require certification?
Ready-mix concrete — yes, under EN 206. The producer must hold an FPC certificate in assessment system 2+ issued by an accredited body. Concrete produced on a construction site for a specific structure is assessed against the project documentation and does not require a separate FPC certificate.
How long does FPC certification take?
Typically 4–8 weeks from inquiry to certificate issuance. Longer timelines occur when product type tests are required at an accredited laboratory (especially for new products). First quote and audit plan — within 2 hours of the inquiry.
Does Multicert issue CE certificates and act as a notified body?
No. Multicert is not a notified body. The Multicert AC 210 accreditation covers the Polish national assessment system (2+) — the ZKP/FPC certificate that supports the national Declaration of Performance and the B construction mark. CE marking under the EU Construction Products Regulation requires a notified body; we deliver that route together with a partner notified body, which issues the CE certificate. Multicert runs the testing, documentation and the process; the partner provides the notified-body status. PCA being a signatory to the EA MLA and ILAC MRA means the accreditation itself is internationally recognised — it does not turn a national certificate into an EU-wide CE certificate.
How long is the certificate valid?
A national ZKP/FPC certificate (assessment system 2+) is in principle indefinite, provided that surveillance audits are conducted in line with the assessment system — typically every 24 months. A missed surveillance audit results in suspension or withdrawal of the certificate.
