What are CPR and FPC?
CPR — Construction Products Regulation
Regulation 305/2011 of the European Parliament and of the Council laying down harmonised conditions for the marketing of construction products. Updated by CPR 2024/3110. All construction products placed on the EU market must comply with the CPR — including the Declaration of Performance (DoP) and CE marking.
FPC — Factory Production Control
The manufacturer\u2019s in-plant production control system. Covers procedures, control plans, personnel competence, equipment calibration and nonconformity handling. FPC is required by the CPR for products under systems 1, 1+ and 2+ (most structural products). FPC audits are performed by an accredited certification body — Multicert (PCA accreditation no. AC 210).

What is FPC?
FPC — Factory Production Control. It is the manufacturer’s in-plant production control system, required by the Construction Products Regulation (CPR) for construction products. FPC covers procedures, control plans, personnel competence, equipment calibration and nonconformity handling. FPC audits are performed by an accredited certification body — Multicert holds PCA accreditation no. AC 210 in this scope.
Which CPR system do I need for my product?
The conformity assessment system (1, 1+, 2+, 3, 4) depends on the product type — the full list is in CPR Annex V (Regulation 305/2011). For ready-mix concrete it is typically system 2+ (FPC certification). For structural products with declared reaction to fire — system 1 or 1+. A Multicert advisor will help you confirm the right system in the first conversation.
Does concrete require certification?
Ready-mix concrete — yes, under EN 206. The producer must hold an FPC certificate under CPR system 2+ issued by an accredited body. Concrete produced on a construction site for a specific structure is assessed against the project documentation and does not require a CPR FPC certificate.
How long does FPC certification take?
Typically 4–8 weeks from inquiry to certificate issuance. Longer timelines occur when product type tests are required at an accredited laboratory (especially for new products). First quote and audit plan — within 2 hours of the inquiry.
Is a Multicert certificate honored across the EU?
Yes. PCA is a signatory to the EA MLA (European Accreditation Multilateral Agreement) — certificates issued by accredited bodies in any EU country are mutually recognised by all signatories. PCA is also a signatory to the ILAC MRA — global recognition.
How long is the certificate valid?
A product conformity certificate under the CPR system is in principle indefinite, provided that surveillance audits are conducted in line with the conformity assessment system. For systems 1 and 1+ surveillance audits are usually annual; for system 2+ they are typically every 24 months. A missed surveillance audit results in suspension or withdrawal of the certificate.
